My expertise includes public entity law; defending public entities, officials, and employees, as well as private defendants in trial and appellate courts, handling matters from alleged dangerous conditions of public property to complex constitutional matters.
Areas of Expertise
I have been an attorney for 24 years. I have represented public entity clients (cities, counties, school districts, agencies, and public employees) in civil litigation throughout my career. In the course of that work, I have been dealing with claim-statute matters for over 20 years. I have been a panel appellate counsel to a County medical malpractice liability program since 1995. In that capacity, I have prepared oppositions in numerous Government Code section 946.6 petition proceedings. I also advise the County and its trial counsel concerning issues of claim compliance, responses to claims, and claim-based defenses at the pleadings, summary judgment, trial, and appellate stages. I also advise my other public entity client on handling claims and claim-issues in litigation.
A major focus of my practice is appellate law. I am a certified specialist in appellate law. I have handled several appellate and writ matters addressing government claim and statute of limitation issues.
I am also an author of both official government books and private-industry published works.
