I have more than 30 years of experience working for regulated utilities, governments, and as an economic consultant. My experience is extensive in valuation and damages analysis, from estimating the damages associated with breaking commercial leases to valuing nuclear power plants. One of my areas of expertise is state, federal, and international electric rate regulation, including: cost of capital, depreciation, cost of service, cost allocation, pricing and rate design, incentive regulation, regulatory policy, wholesale and retail market design, and industry restructuring. I have performed due diligence studies for investment banks, testified on generating plant stranded coasts, assessed damages in commercial litigation cases, and performed statistical analysis for class certification. I have also served as an arbiter in commercial damages proceedings. I have over 15 years of expert witness experience with consultation, deposition, and courtroom testimony.
