Expertise DescriptionI have over 40 years experience in real estate appraisal and brokerage. My prior projects include landfills, mental health/retardation centers, nursing homes, golf courses, ski resorts, incinerators and disposal wells, subsurface contamination from leaking underground storage tanks, tank farms, CERLA and RCRA sites, condemnation of right-of-ways, partial takings and inverse condemnation. I have more than 20 years expert witness experience with consultations, deposition, and courtroom testimony.
Areas of Expertise
My expert witness experience includes: appraisal review / consulting for two municipal landfills in property taxation litigation; dispute over property tax valuation; proposed expansion of land use through a compatibility study; grant permission; appraisal and damage assessment of homes in conjunction with lawsuit; soil and groundwater contamination from arsenic from an abandoned industrial building; appraisal of multi-story office building with asbestos containing building materials for condemnation.
My consulting services include: economic impact studies involving the measurement of environmental pollution / contamination; quantification of transfer of development rights, obstruction of views to the Texas State Capitol, facade easements and investment tax credits on historic properties.
I am a real estate broker and have been licensed as such since 1978. I have previously worked with an attorney as an appraiser in a toxic tort case.
