Expertise Description

I have more than 45 years of experience in line management, project management and consulting and engineering serving the petroleum, petrochemical, chemical, natural gas, synthetic fuels, steel, manufacturing, secondary metals and transportation industries in the United States and abroad. I have significant technical expertise in conducting environmental audits and assessments related to property transfers, mergers and acquisitions, and refinancing. As part of these projects, I have considerable experience in Phase I environmental due diligence according to ASTM and EPA, Phase II site investigations, and negotiation of risk and liability between buyer and seller. I have also performed air and water quality studies, RCRA permitting, Superfund RI/FS, groundwater and soil remediation, and TSCA evaluations and remediation involving PCB contamination. Additionally, I have experience with the design and start-up of major pollution control facilities, environmental impact and baseline studies, and air and wastewater permitting.

I was active on a technical advisory committee that led to the formulation and rollout of the ISO 14001 Environmental Management System (EMS). I have also worked with both government and industry developing and reviewing various types of EMS’s. I have participated in internal and third party reviews of EMS’s and helped trained staff in the application of EMS principles. In a related activity, I have designed and implemented pollution prevention programs and trained staff to accomplish the same.

My design experience includes preparation of heat and material balances, PFD’s, P&ID’s, equipment specifications, plot plans and equipment layouts, and start-up and operating manuals; conduct of flow sheet, process safety and model reviews; review of vendor drawings; scheduling and cost estimating; field checkout of construction; and start-up and operation of facilities. Projects have included raw water treatment systems; physical, chemical and biological wastewater treatment systems; sludge dewatering and handling systems; solid, liquid and gaseous incinerators; boiler feed water treatment systems; cooling water treatment systems; and flares and other utility systems.

In addition to engineering design work, I have appeared as an environmental engineering expert witness on behalf of clients at public hearings, in deposition and in court.

Expert Witness

My expert witness experience includes tort and regulatory legal projects for both plaintiff and defendant in a wide range of environmental issues. These include lead contamination, oil spills, PCB contamination both in indoor facilities and water and soil, dioxin contamination, illegal transport and disposal of hazardous materials and waste in a variety of industries, Superfund site investigation and remediation, illegal waste oil disposal and subsurface transport at a pre-1900 manufactured gas facility, and a variety of environmental problems associated with oil and gas exploration, production, transportation, and storage facility operations.


Consulting Experience

My consulting experience includes projects in a wide variety of environmental arenas including air permitting and pollution control; water analysis, treatment, and facility operation analysis; wastewater analysis, treatment, impact on receiving water bodies, facility operation analysis, and various regulatory issues; solid waste collection, transportation, facility disposal design including landfills, incineration, and recycle and reuse; hazardous waste generation, analysis, disposal, impact, and reuse; and miscellaneous projects including due diligence, explosions, oil spills and leaks, environmental management systems, waste generation reduction, and tort work. Industries I have worked for various industries that include oil and gas, petrochemical, chemical, metals, synthetic fuels, transportation, public works, agricultural, and others. I have consulted both in the United States (including Alaska) and abroad.


Professional Experiences

My professional experience includes working as an air and water chemist at a chemical plant, 40 years as an environmental engineer, manager and consultant for various public and private clients, and ten years as an environmental and process design engineer and manager for a major international engineering and construction firm. In addition to engineering consulting and design work, I have appeared as an expert witness on behalf of public and private clients at public hearings, in deposition and in court.
