Expertise DescriptionI have more than 45 years of experience in Foundation Engineering, providing geotechnical engineering and earthquake engineering expertise on assignments in the San Francisco Bay Area, elsewhere in the U.S., in the Arctic and the Pacific Oceans, and abroad. I have worked on consulting assignments for engineering firms, contractors, and owners to solve foundation engineering, in situ testing, instrumentation, and vibration problems in my practice. Most of my work has focused on helping engineers and contractors build projects as designed/bid. As an expert I have provided third-party review, forensic, and dispute resolution assistance for my clients (engineers, builders, owners and attorneys) throughout my career. I have over 30 years of expert witness experience with consultation, deposition, and courtroom testimony.
Areas of Expertise
My expert witness experience includes an inaugural assignment troubleshooting the foundation failure of critical pipelines within a new wastewater treatment plant. I developed the remedial measures to fix the problems, and testified as to our findings regarding the causes of the problems revealed in our investigation. Elsewhere, I investigated the partial failure of a temporary trestle thru the surf zone. Piles plunged into the shear zone of an undetected offshore fault during pier construction. At trial I testified as to the mechanisms of failure encountered, and to theunforeseen geotechnical conditions that were encountered during construction. Most recently, I provided expert services for a State DOT on a freeway construction design/build project. I evaluated the pile test results applied by the design/build team to address the foundation design, constructability, integrity and capacity issues in dispute with the pile driving contractor. In addition to reporting on my technical findings, I consulted with the state’s attorney in the depositions of the plaintiff’s experts prior to the trial, which has been delayed until 2016.
My consulting experience includes serving as the Project Earthquake Engineer for an ocean outfall project, designing the seafloor support system for the pipelines crossing the San Andreas Fault. I led the full-scale field test investigation into the feasibility of remediation measures for use of driven piles to repair Locks and Dam No.26 on the Mississippi River. Foundation engineering assignments have included port facilities, wharfs and bridges in San Diego, in Pearl Harbor, in the Ports of Los Angeles and Long Beach, and in the San Francisco Bay Area. The most notable projects have included: various elements of the San Francisco-Oakland Bay Bridge Replacement; San Nicholas Island Pier; the I-15 Corridor Reconstruction in Salt Lake City involving over 140 new or replacement bridges; I-880 Pile Test Program to develop foundation design and installation criteria for the Cypress Replacement Structure in Oakland following the Loma Prieta earthquake; and the safety evaluation of a large earthen dam in the Pacific Northwest for the US Army Corps of Engineers.
