Expertise DescriptionI have more than 25 years of experience analyzing, litigating, explaining and instructing in the area of law enforcement procedures. I served as an Assistant Prosecutor for 25 years. I have instructed thousands of law enforcement recruits and law enforcement officers on the criminal code, search and seizure, search and warrant, right to counsel, rules of courtroom evidence, identification evidence and use of force. I have argued a number of landmark cases that touch on law enforcement procedures. I received numerous awards and the highest marks as an instructor. My ability to explain complex legal matters to non-lawyers has given me the opportunity to testify as an expert in a jury trial on Use of Force training. I have also been proffered as an expert in electronic surveillance. I have prior expert witness experience.
Areas of Expertise
My expert witness experience includes the analysis of Use of Force Instruction, community care taking and automobile stops, interception of electronic communication, retroactive application of criminal procedures rules, use of prior criminal acts to show motive and intent of a criminal defendant, and when lethal and non-lethal force may legally be applied by a law enforcement officer.
My consulting experience includes the identification of evidence and trial strategy.

I was an Assistant Prosecutor for 25 years. I was the Police Legal Advisor for the last 16 years of my career. I instructed thousands of cadets and veteran officers on the proper Use of Force. I trained both on the law and offered many practical scenarios during training. have a Juris Doctor degree which I earned in 1986.
