Expertise Description

I have more than 30 years experience in meteorology. My expertise includes: weather issues (including rain, wind, temperature, icing, and sun); marine, coastal, urban, mountain, desert, and local conditions; reconstruction of weather and sea conditions; impact of weather on aviation, boating, auto, building construction, and mold; comparisons of observed to normal conditions; determining if observed conditions were foreseeable; site evaluations; atmospheric effects on systems, operations, and planning; air pollution transport; and alternative energy systems. I have over 25 years expert witness experience with consultations, deposition, and courtroom testimony.

My expert witness experience includes: Construction, roofing, and drainage problems impacted by weather conditions; Causation and foreseeability; Impact of temperature on heat exposure and sports issues; Slip and falls due to ice, snow, dew, and wet ground; Car and aircraft accidents where weather was a factor.; Erosion and coastal damage cases due to waves, wind, and destructive storms; Wind strength in causing and spreading wildfires and ash fallout.

Consulting Experience

My consulting experience includes: Wildfire causation and spread; Building and road construction defects and water intrusion, including mold issues; Accident reconstruction (car, boat, aircraft); Sports activities and hazards due to temperature; Blowing dust and sand; Snow loads.

Relevant Experiences

One of my specialties is of course forecasting and analyzing southern California weather phenomena, and their impacts including flooding, runoff, debris flows, particularly in areas of recent wildfire activity.

I have extensive knowledge and experience as an expert witness in identifying, describing and assessing the impact of large and small scale weather factors and their impacts on wildfire ignition and progression. This knowledge includes the impact that mountainous terrain has on wind flow, including gustiness and both diurnal and spatial variability.

Over the last 10-15 years, I have been retained on some of the largest wildfire matters in the U.S., and have provided expert testimony on these matters.

A forecasters handbook I prepared many years ago is still used as a basic reference by agencies in understanding and forecasting weather in the Ventura and Los Angeles Counties area.
