Expertise DescriptionI have more than 40 years of experience in all aspects of power plant engineering design, procurement, construction, operations, maintenance, testing, decontamination and dismantlement of both fossil and nuclear generating facilities both in the United States and internationally. I have developed design documents such as system descriptions, process flow diagrams, P&IDs, technical specifications for fluid systems included in power plants both fossil and nuclear. This work also included preparation of safety analysis reports and environmental impact assessments. While working for a public utility, I operated and maintained mechanical components and instrumentation in operating power plants, conducted performance testing of boilers and turbines and auxiliary systems in accordance with power test codes, and developed power plant life extension and availability improvement programs while participating in the implementation of such programs in operating power plants in the United States. I led a team of engineers that developed the concept of removing and replacing nuclear power plant steam generators by making a new construction opening in the containment shell. As Chief Nuclear Engineer I directed personnel performing containment pressure/temperature transient calculations, thermo-hydraulic and radiological analysis. At Chernobyl, I oversaw and managed the analysis and development of four early projects to stabilize the existing confinement structure, the radiological safety programs, characterize the radiation zones within the existing structure, evaluate the long terms waste management program, and the new safe confinement design that is being implemented. I have over 5 years of expert witness experience with consultation, deposition, and courtroom testimony.
Areas of Expertise
My expert witness experience includes providing testimony at several public hearings related to nuclear power plant licensing, assisted clients by providing testimony in rate case hearings related to components that affected nuclear safety and environmental imp ace for the purpose of obtaining, exemptions for equipment to be removed from the tax base of the power plant. Provided expert analysis and testimony concerning engineering issues related to circulating fluidized bed power lang design in accordance with technical specifications, United State Codes such as ASME, B31.1, B31.3, OSHA 1910 as well as international code requirements. Also have provided expert testimony related to personnel issues concerning wrongful discharge, age discrimination, and failure to negotiate in good faith.
My consulting experience includes reviews of engineering designs and engineering design team performance in the preparation of design documents for radioactive waste cleanup at several nuclear sites in the United States. The reviews assessed the design concept, status of the design, review of the design documentation against preliminary safety analysis reports, system design descriptions and process flow diagrams, P&IDs. I also reviewed the technical specifications, project plans, and schedules required to implement the project.
My professional experience includes seven years as an engineer and supervisor in a four unit coal fired generation station responsible for supervising maintenance of mechanical and instrumentation equipment, directing the performance testing using ASME Power Test codes, and supervising the operation of the power plants units. I also have four years as an Operations Officer and Company Commander of a 185 man engineering and construction company building military facilities and road in South East Asia. Three years as a design engineer preparing system descriptions, design calculations process flow diagrams, P&ID's, safety analysis reports, environmental impact statements, preparing technical specifications, performing technical bid evaluations, reviewing vendor documentations and supporting construction. Three years as a project engineer responsible for managing multidiscipline engineering teams preparing the design of power plant systems that included mechanical, electrical, civil, controls and instrumentation, and plant layout. During this period, the work also included the development and implementation of fossil power plant life extension programs and steam generators removal and replacement using new construction openings in existing containment walls. Two years as Chief Nuclear Engineer responsible for reviewing nuclear plant design documentation, quality assurance requirements, radiological analysis, containment transient analysis, and NRC licensing requirements and issues. Ten years of engineering management experience providing design reviews, and project direction to fossil and nuclear projects in the US and internationally. Four years as the project director for the new safe confinement project at Chernobyl Nuclear Power Plant in Ukraine. This work involved providing technical direct to multinational team of companies developing stabilization measures, radiological safety programs, and development of the conceptual design of the new safe confinement currently being installed at the plant. Four years working in decontamination and decommissioning of nuclear facilities. This work included technical direction to engineering teams that were preparing designs for the decontamination and decommissioning of plant facilities in Idaho and the design development of systems for a project including the preliminary safety analysis report (PSAR).
