I have over forty years of holistic law enforcement experience, from basic patrol/criminal investigation positions, to CEO of the largest state police organization in America. My knowledge, education, training and skill emphasis is within, but not limited to, the areas of patrol procedures, criminal investigations, police administration, and police policy/procedures, including use of force/excessive force. I have been functioning as an expert witness since 2003, with multiple cases involving Wrongful/In-Custody deaths due to police excessive use of force.
Based on my extensive background in criminal investigations, crime analysis falls within the purview of my expertise. However, if the wording means understanding of DNA analysis, such as “crime laboratory processes,” that is not within my expertise. Concerning foreseeability, it would depend upon the aspects of the case. That is, I am not a medical doctor nor a psychiatrist/psychologist.
For the record, I do have direct and extensive background expertise in all types of emergency operations to include on scene command and education/training. For example, Task Force Commander of a major flood (75) individual died; Task Force Commander of a major prison riot (2500 prisoners loose) – ended successfully without any loss of life or major injuries; labor strikes; KKK demonstrations; author of Emergency Operations Manuals and the like. All these functions required manpower allocations, logistics, communications and so forth.
