My background of over 40 years in the field of Insurance includes working as an agent, P/C agency owner, broker, Surplus Lines broker, underwriting Managing General Agent (MGA), Third Party Administrator (TPA) claims handler and active reinsurance company executive. I have expertise in commercial insurance, property/casualty insurance, significant property exposures (manufacturing & warehousing), inland marine, auto fleets, workers compensation, commercial general liability and professional liability (E&O) risks. I have over 10 years experience as an insurance expert witness in Wisconsin and have provided testimony in the areas of Insurance Bad Faith; Insurance Customs and Practices; Insurance Professional Liability; Insurance Property Casualty; and Insurance Agents & Brokers Standard of Care.

My CV memorializes my 42 years performing as an agent, a broker, a wholesaler, an underwriting Managing General Agent (MGA), a Third Party Administrator (TPA) claims handler and as a surplus lines broker, all performed nationwide. Of the 400+ cases in which I have been formally retained as an expert since 2005, 80%+ have been to opine on agent / broker / MGA / TPA claims handling standards of care, coverage & bad faith on a national basis in both state and federal courts. I refer to this matrix as my expert testimony “bread & butter” from my years in the property/casualty insurance trenches on a national scale. I was licensed in all 50 states for the better part of two decades in most states (a handful of states were less than 20 years) which is important when testifying as an expert elsewhere, since all states acknowledged via my licensure that I was qualified to produce the type of insurance policies central to your dispute in every state. Moreover I functioned as a TPA claims handler in all states as well.

I started my P/C agency from scratch in suburban Chicago in May 1975 & ultimately became licensed nationally as mentioned above. Specifically between 1985 and 2005 I was licensed in Pennsylvania for a total of 15 years, at which time I voluntarily surrendered that license as well as most of my other non-resident licenses when I sold my national insurance agency. I have been licensed continually in Illinois for 42 years and in Wisconsin for 34 years and remain licensed in both of those states.

In addition, because of my work as a Third Party Administrator (TPA) claims handler for over two decades, I have been retained numerous times in federal and state court to opine on insurance company claims handling standard of care frequently involving allegations of bad faith both for and opposed to plaintiff, typically TPA’s, MGA’s and insurers. Since 2005 I have provided testimony in 10 of the 11 federal districts, been deposed over 80 times and I have testified as an expert in both federal and state courts (& arbitrations) 15 times. My consulting is divided into two separate, practical components. 60% of my work is as an expert witness. Of my expert witness consulting, 55% is for plaintiff; 45% for defense. I have also been retained as a consultant by the Departments of Insurance in California, Illinois and North Carolina. I was recently vetted the Department of Justice and the I.R.S. in Washington D.C. as a consulting and testifying expert on certain off-shore insurance and reinsurance arrangements, schemes and programs.

The second component of my experience and ability is as an internationally credentialed insurance/reinsurance arbitrator. I am certified in the U.S., the U.K., the E.U. and Bermuda. I also happen to own a reinsurance company I formed in 1993 that I recently placed in run-off.
