Expertise DescriptionI have more than 35 years of experience in Landscape Architecture, Urban Planning and Design. My areas of expertise include: Environmental including NEPA, SEPA, CEQA, Water and Energy Conservation; Financial including Distressed Asset Support Services, Economics, Market Analysis; Inventory and Analysis including Site and Facility Condition Assessments; Documentation including Permits and Entitlements; and Site Design and Site Planning including performance as a licensed Landscape Architect. My experience includes construction administration; contract performance; condition assessments; permits and entitlements for land use and zoning; water and energy conservation studies; urban design guidelines; comprehensive planning; landscape architecture practice act regulation; streetscape design; parks and recreation system planning; sports facility design with synthetic surface; public agency land acquisition; irrigation design; trail design; and trail planning. My role spans over 30 years as an expert witness including consultations, depositions, expert report writing and courtroom testimony as a fact witness and an expert witness.

My expert witness testimony and/or reports experience include: land use; coastal, environmental, shoreline, and local permits; lake management district formation; right of way vacation and acquisition; subdivisions; SEPA; public agency utility exceptions; annexations; code enforcement; site planning and design of surface parking lot, design-build parking garage and associated site improvements; validity of park master plan for park land acquisition via condemnation; warranty performance of synthetic surface sport fields; valuation methodology for landscape plants removed from a disputed land area in adverse possession; contract performance dispute between property owner and landscape contractor directed by construction manager and licensed landscape architect on a steep slope site with a stream.
My consulting services include: Directing of budgeting, planning, design, permitting, public participation process, and construction administration phases of projects; Provision of bill writing to 2 passed bills for Washington state legislature signed into law; Economic and marketing studies, community needs assessments for redevelopment, and grant-funded recreation facility projects.
My professional experiences include a private consultant practice in several regions of the US plus roles as public sector full-time municipal planner in medium sized cities. Project locations include AZ, FL, LA & WA as a licensed landscape architect as well as other roles on sites in Southeast, Southwest and Pacific Northwest regions plus USVI and Puerto Rico. Real estate property and project types include aviation, industrial, commercial, educational, transportation, mixed use, recreation, resort, residential and utilities.
Expertise likely to be required would include a site visit, as well as perhaps follow-up verification with both public agencies and preparing short report of findings, then appear if needed. Non-invasive field inspection and observation. Pipe type and aspect may reveal an obvious purpose – diverted electrical, telecom, diverted electrical for irrigation water, water supply, wetland water diversion, drainage, disposal from prior illegal dumping, etc. related to my role as licensed landscape architect since 1995.
My prior experience as full-time staff planner with WA state cities has included similar code enforcement and permit inspection related site visits, plus prior interaction with utilities staff, contractors and with property owners adjacent to utility corridors. Case may involve a trespass and/or a recreation access under WA state law granting liability protection to property owner from an incident associated with recreation.
I worked for the adjacent City of Sammamish 1999 to 2002 as full-time planning staff. Most of my testimony in King County has been given as full time planning staff in approx. 90 total quasi-judicial hearings in Sammamish, Covington and Mercer Island. In that capacity, I met and worked with numerous land use attorneys, developers, engineers and municipal staff, mostly in the period 1999 to 2006.
I have visited various City of Redmond offices and staff since 1991 in a dozen instances for a variety of appointed roles, as a meeting guest (planning topics) or seeking 1 or 2 consultant selections (parks and recreation – not selected), all prior to 2006. I have shopped at or passed by Redmond Town Center, visiting only 2 establishments (1 restaurant, 1 recreation equipment) at perimeter perhaps 2 times a year over past 10 years. Only total of 12 to 15 visits or pass by prior to 2006 and the time it was constructed.
