Expertise Description

I have more than 35 years of experience in the Water and Energy industry. I am an investment management expert consultant in the water and energy areas. My clients have included public agencies, trade organizations, regulatory agencies, and independent power producers. I provide expert witness testimony, regulatory representation, economic evaluations, policy directives, and planning functions for clients. As a consultant for a water association, I have represented 500 water agencies that are responsible for over 90 percent of the water delivered in California, and I have consulted for a rural association for water and energy that represents 1,100 rural water and wastewater systems. I have over 35 years of expert witness experience with consultations, deposition, and courtroom testimony.

My expert witness experience includes approximately 100 regulatory cases before the California Public Utilities Commission, California Energy Commission, and Federal Energy Regulatory Commission involving utility performance, transmission lines, rate design, alternative technologies, water and energy storage, hydroelectric, water-energy nexus, water and energy conservation and efficiency; litigation on performance issues and contract disputes with electric utilities, valuation of windfarms, solar projects, and hydroelectric projects, water rights litigation, valuation of water for energy production, hydroelectric disputes, project performance issues and contract disputes with fuel cells and solar projects,

Consulting Experience

My consulting experience includes 15 years as energy advisor to the Association of California Water Agencies; energy specialist for the California Rural Water Association; trainer for the National Rural Water Association on electricity and safety, water efficiency audits, and rate design; consultant to electric utilities on efficiency program design and implementation, valuation of hydroelectric assets, stranded costs, strategic planning, transmission lines, generation valuation, deregulation; energy expert for the California Attorney General in antitrust case against generators; regulatory representation and power marketing for hydroelectric, pumped storage, and renewable generation, training and installation of small hydroelectric generators and village electrification in Southeast Asia.

Professional Experiences

I have experience in energy and water sector, both as a regulator and as a consultant. I have worked for the California Energy Commission and the California Public Utilities Commission as a utility planner, and started my own business in 1992 serving public and private clients in the public and private sector.
