Expertise DescriptionI have more than 35 years of experience in the fields of Water Resources Engineering, and surface water Hydrology and Hydraulics (H&H), with specialized expertise in water resource systems analysis, engineering and computer modeling. I have developed storm drain master plans, designed and performed hydraulic analyses of storm drain systems, re-defined floodplains, evaluated dam and reservoir system flood control operations, and performed statistical probability analyses of storm and flood events. Additionally, I evaluate alternative flood control measures, and conduct studies in forensic hydrology and hydraulics (from the causes of flooding and evaluation of historic flood events, to the hydraulic factors leading to drownings).

My expert witness experience includes cases ranging fro the evaluation of historic flood events and drownings, to the standard of care in reservoir operations and storm water system designs.
My professional experience includes being Principle Engineer and Owner of a water resources firm, as well as having been a Project Engineer, Project Manager and Hydraulic Engineer, and Lecturer.
I have been working in the flood control engineering, in the fields of surface water hydrology and hydraulics, for over 35 years now. After obtaining my Master’s degree in Water Resources Engineering from UCLA, I began my career working for the US Army Corps of Engineers where I worked for four years. While at the Corps I worked in the “ResReg” group of the Hydrology Section, where I wrote dam operations manuals for the district’s flood control reservoirs and worked real-time flood operations during storm events, running predictive hydrology models and calling out gate operations to the dam tenders during floods. I've been acting as an expert witness in the field for over 25 years. I have worked on numerous dam and reservoir operations cases involving both upstream and downstream flooding, dam safety, and maintenance and operations of the dam and reservoir. I have also been retained in more than a dozen drowning cases, describing the hydraulic conditions that led to the drowning as well as the safety and operations standards surrounding the water resources structure or project, esp., dams, spillways, culverts, siphons, forebays, bridges and pipes.
I am qualified to opine as a hydrologist, and geomorphologist, on the water resources issues related to watershed hydrology and debris production, flood flow hydraulics, and evaluation of the open space drainage improvements.
