I have written six books on officer safety and tactics. I have been involved with law enforcement training and writing on tactics since 1984. I teach a tactical arrest and control program to cops which is nationally known.
I hold the SHRM-CP certification. I worked for San Diego PD for 15 years, first as a full time officer and later as a reserve sergeant. I’ve written six books on officer safety and tactics, so I know the police culture. For the last 18 years, I've worked for the two biggest municipal insurance providers for CA government, providing training and consulting for their member cities and counties, including on police and fire issues.
A parallel – which I have seen – is when officers pull over a valid drunk driver or driver on drugs, and then take him to the local Detox center (a place to sober up for four hours), instead of arresting them and taking him to jail, all because they did not know how to do a DWI or 11550 H&S evaluation in the field and/or didn’t know how to write the report and the accompanying supplemental pages (controlled lighting exam, pupil size, etc.). In short, they 'under-police,' which is a significant liability issue for their agency. Getting terminated for this seems reasonable.
